I was so LOST finding this guy. Thanks to Bluewow on his video, I was able to see it. BUT, for those like me who only first looked at comments. In his main room where you accept the Prey , there is one open doorway and one blocked doorway by curtain. The doorway blocked by curtain is what you need to go through.

Somehow today I got these quests active again after I've completed them at the start of the expantion.
To find him, start in Murder Row. The entrance to the "Prey" building has two large red 'prey' stones by the door, it's facing the Meeting Stone for the Murder Row dungeon.

Description
