At the time of posting this, if you switch professions you CANNOT relearn this even after buying the book "Forgotten Plans of the Broken Isles". Rank 2 is NOT relearned and you can't repeat the quest to obtain the recipe. I have a ticket open about this and will update this post when Blizzard gets to it.
