I skipped most of the cut scenes, for this one I did not skip it, I wasn't able to see her playing the music earlier and I can't hear her voice, so it appeared that I wasn't able to do the turn in. After standing at 26.21, 31.71 for about 3 minutes the yellow question mark appeared above her head.
I assume she was just talking the entire time and this is a bug that blizz hasn't fixed yet.
I played loyalist and I think so? She says "it has been many years since you chose to follow me, despite where I led you. " Then the turn-in quest box says "I'm not certain what it says about you, that you have remained loyal to me even now, but I am grateful for all that you have done..." And more, for loyalists only.
