As you head up the road toward Fe-Feng Village, you will see "Jade Tiger Pillar" standing to the left of the road. Kill the monkeys guarding it and get the quest it provides.
Take the road to the left of where the pillar stood into the small "valley" continue to stay to the left. Near the cliff edge you will come to, you will see a large evergreen looking tree with a pale trunk with Ruk-Ruk underneath it. Kill him to complete the quest. You will be aided by Ji Firepaw, so there is no need to be in a group. Ji says "Lets do this monkeyface!" "That all you got?" "This monkey's about to get slapped!" and "He's down for the count! Good going!"

"This monkey is about to get slapped"
I LoL'ed
Ruk-ruk can be most easily beaten as a group. So if someone is standing around waiting for the respawn - invite them to a group.
To find Ruk-ruk - proceed up the hill to the west of the village. At the top the road reaches a T-intersection. In front of you will be a totem that you should have already beaten the two monkeys and collected the quest from. If not - smack the monkies and collect the quest.
Look out for a wondering monkey who criss-crosses up and down the path.
Next go left (facing the totem) and between the gap there is a small valley. Go to the far corner and you will find Ruk-ruk.

What to do
Description
{name}, I need you to understand that the way of the Huojin is not the way of violence. When fighting is needed, we will not hesitate, but when fighting is not needed, neither do we instigate. However, the direct solution is often cutting the head off the snake, as they say. The hozen have a leader instigating these attacks. If we remove Ruk-Ruk, we won't have to wipe the hozen out entirely. I know you are not of the Huojin, but are you with me in what must be done, {name}?
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- The Direct Solution
Alright <name>, this is the second time we've had to deal with ravaging hozen. I think it's time we take care of this problem the Huojin way. No more patience. No more mediation. We go to the source. We're going into the hozen village to the north and we're punishing those smelly troublemakers.
After this quest
Taken from the storyline's own step order.
- Monkey Advisory Warning
The monkeys have been stealing from the village during their attacks. We should be fine without some of the extra food stores, but the idea of monkeys with fireworks... I'm a little bit concerned. Not to mention, who knows when some fireworks will come in handy?
