I msut say I was disappointed to this quest. I was hoping to get couple more quests revealing more story, but what I got? Reach Exalted quest :(
To summarize and hopefully make a green post:

I finally found him. At some point, when taking a quest from him, [...] he took off through one of the portals. Go to Meredil, go in the cave to the portals and take Portal to Falanar. After I ported, he was standing there with a question mark over his head. Then I was finally able to move on. After you finish a couple of quests in there, he will then go back to Meredil. I hope this helps if you haven't found him yet.
