You're given the quest in the Oasis, must travel to Tazavesh, fly thru the rings, then back to the Oasis for turn in. I also didn't get this quest until I turned in "Ongoing Activities" & "Day One Orientation".
This quest is to fly around Tazavesh through rings to deliver some "advertisements". At 88%, my rings all disappeared except the last two at the Lap of Luxury (55.51, 68.40).

What to do
Description
One final item before we begin--a special task suited to your unique capabilities. No, not killing. Flying. The Oasis requires donations. Donations come from advertising. Take these stacks of fliers and distribute them around Tazavesh.
