Ley Energies is a quest for level 5-30 in Silverpine Forest. It rewards 1 reputation reward, 5,150 experience and money.
The arcane remnant pulses with strange energy. Perhaps you should search for more remnants. Surely Dalar would be interested in such a find.

I already killed like 20 of these and still no drop, wonder what's wrong [EDIT]: You need to have completed or be on the quest Practical Vengeance before these things start to drop.
Regardless of what the comments say, you can loot the quest item even if you're not on the Breaking the Barrier quest chain, if you already have completed it.
Does not appear to count towards either the Hillsbrad Foothills or Silverpine Forest Loremaster achievements.
