Weirdly, the completion text for that quest is the exact same one as in Deepening Shadows (involving Koruth Mountainfist rather than Lor'themar Theron) one.
I thought getting to High Exarch Turalyon without flying would be impossible. In old expansions, when they first came out you couldn't fly and I thought that was the case here. But even though we don't have steady flight available until we get the achievement Midnight Pathfinder, we still have dragonflight available. Get into a flying mount and use dragonflight to fly up to the level above.

Description
That was an entropic wave. We felt them just before Xal'atath launched her assault on the Sunwell. Champion, you move faster than my best messengers. I need you to check in with the Vanguard commanders and see if their defenses will hold against this latest assault by Xal'atath's Devouring Host.
