I too got stuck on this quest without the ability to turn it in. Logging out and back in again solved it for me.

i DC'd after the voldun part and the next one is inside an instanced crucible of storms, the dragon to take me there was no longer at the cave's entrance.
had to abandon the questline and start over...
The next step is to go to Drustvar - Falcon's Rest /way 20.30, 35.92.
Here you will stop the ritual by killing Inanis, taking the [item=164911], and activating it (special action button).
