Details:
I did the rubble one and had to log out for the night. The next day, I was able to get the second one from Xarenak the Soulstealer, but I couldn't get the 3rd one to spawn (Thieving Proto Avian). I left and came back trying to trigger the quest scripting, but no luck. Abandoned and reaccepted quest and the Avian immediately spawned.
