If you are unlucky like me, you probably abandoned this quest at some point on your alt.
The first quest will unlock once you finish the main story in Thaldraszus like many other people mentioned, but it's also unlocked on your alts if you finished the main story with your main char.
If Captain Drine or Investigator Erima don't have any quest for you, you can go directly to /way 42.85 81.75 and Investigator Erima will probably be there waiting you for the follow up quest.

Where this quest fits

Before this quest

Taken from the quest's prerequisites.

  • Worst of the WorstThaldraszus · Level 40-70

The rebels in the Emberslate Cavern have an unflinching loyalty to the Primalists, and are therefore the greatest threat to Valdrakken. Eliminate them, and any elementals they have unleashed.

  • Fracture the FociThaldraszus · Level 40-70

If Maldra speaks the truth, the rebels are creating the runestones in the Emberslate Cavern. Given the nature of these devices, we know there must be Primalist foci involved. Destroy the foci. You will know them when you see them.
