Please note that in order for Lieutenant Emry to give you the starting quest chain of "Scouting the Shore", you MUST have previously done the quest chain that starts with "Hero's Call: Twilight Highlands" which you pick up at the Hero Board in Stormwind. The first quest the Hero Board takes you to is in SW called "My Son, the Prince".
For the Hero Board, there are about a dozen more quests you do in the chain until you finally get the quest that "ports (flies)" you to Twilight Highlands.
THEN, once you have been ported to Twilight Highlands (Highbank area) you have to do the starting quests in this area too until you finally are sent to Emry which opens up "Scouting the Shore".
Simple quest, from where you meet Lieutenant Emry you head along the beach until you see some wooden pikes in the ground and a giant stormwind banner. That's the point, just get next to it and that part is done. The Banner is at 77.5 65.2

Description
It's them or us, {class}. Only one of us can command this beach. North of here you'll see a small hill with a commanding view of the shoreline. Whoever controls that hill will have the upper hand up and down the shore! I need to know what the current situation is. Scout the beach head control point, marked by that enormous flag, and return to me. You don't have to try to capture it, unless you're spoiling for a fight...
