Try 42.2, 68.8.. I tried it almost everywhere with the comments that people left and got no where. The mobs also didn't not aggro me while I was up there. However, if you are lower level, I can not guarantee that you wont.

Before they left, I saw to it that your Kor'kron assassins took some explosives hidden in a Twilight's Hammer crate. By now, they will have planted them on the steps leading up to the upper portion of the Citadel.
