Note that the Slippery Stormray pools do not show up on the mini-map. Just move around in the quest area and look for other fishing pools.
Pick up some Boom Bait, throw the Boom Bait (by using the extra action button) into the fishing pool and then pick up the slippery stormrays. The slippery stormrays should land near you even if the fishing pool is a distance away.
Come Fly With Me
Each pool dropped 6 Stunned Stormrays, and they flew through the air to land pretty much right at my feet, if I didn't move after bombing the pool.
