This guy is not where he is marked on the map. Go down the road and you will find him but know that he is 1.26 mil so it's a raid group
The World Quest for this guy has the marker way to the east of where I found him. Since he patrols, start at the WQ marker and follow the road west until you find him. You also might want to bring some friends: he's a tough one.
