On This WQ You need to Slay 8 [npc=265829] mobs. Do it on Heroic then after 5 WQ you will reach 2 Achievements:

So, this isn't a regular world quest that can be found active on the main map.
What is a "Bonus Objective with Completion Toast" quest. That's this quest's type and I'm not sure what that means.
