TheWoWDBI've tested this with three separate people and it worked for all of them, so figured I would post this.
There is a chest at coordinates 39.74, 49.11. There will be a small pool of water with two huge crabs on either side. The chest is behind the one on the left.
This chest does not require a Scrying Stone active to loot it. This also appears be a 100% drop rate for the Silver Knife which leads to a questline that unlocks treasure world quests.
Have no idea if this is a bug or not.

In case you open a lot of chests and the knife isn't dropping, it is because you already looted it.
Try the following:
Go back to New Home a talk to [npc=153514]. She will give you a quest called Preserved Clues. That will continue the quest chain in order to unlock the bejeweled-puzzle quests that are needed for the achievement. Hope this helps.
The [item=169215] which starts the quests Strange Silver Knife and Strange Silver Knife is commonly found in [object=326409]s - the best source of these is to use the ubiquitous [item=167077] to reveal their locations.
Once you have completed Strange Silver Knife or Strange Silver Knife, you'll unlock [spell=305101] which unlocks puzzle world quests in Nazjatar.
