This quest is bugged as of 8.3 if you're max level. You'll need to go into the Vale and talk to Zidormi and set it to the old Vale to get this quest to work. There's a few other quests like this in Pandaria where it'll say you need to be in a specific area to use a quest item if you have Vale set to the 8.3 version.

So the quest indicates that it is up to you to find a method to whip these buggers into shape. First things first, you can find these guys hanging from lines between the trees. You can also find them sleeping on the ground with "Z Z Z Z Z" floating up over their heads, turning on (friendly) nameplates will also show them. Sometimes they blend in with the ground, so if all else fails, look for the "Z Z Z Z".
The method to get them moving is quite simple. If you look around, there is a bucket of fish called 'Bucket of Slicky Water' that should be sparkling, pick up one of those and that will suffice for all the Lazy Hozen you need to motivate.
After picking up the Bucket of Slicky Water, target the Lazy Hozen & right click bucket in your bag & you're done. You can use the same bucket the entire time. No need to pick up a bucket each time.

Training these savages has been quite a task, {name}. Finding ways to motivate them was easy enough; the problem is keeping them motivated.. and focused... and awake. Now that you're back, you can help me in getting the less disciplined Hozen moving, if you catch my drift. I'll leave the method up to you.
