You can get credit towards this quest by doing Legion and BFA world quests.
If you don't have WQ unlocked when you get this, got to Legion Dalaran and talk to Khadgar in the Violet Citadel (not the Violet Hold). He'll have Uniting the Isles.
Now this "Khadgar" won't have the next quest for the Broken Shore.
Go to Krasus' Landing and talk to Khadgar.
Pick up the quest Armies of Legionfall and complete it.
Next this same "Khadgar" will give you Assault on Broken Shore
Either complete the assault or skip the scenario.
Once that is over, you should be at Deliverance Point on the Broken Shore with WQ unlocked on the Broken Shore and the rest of the Broken Isles.

Description
The elements have gathered, and though the Firelands have yet to unite with us, we have more strength on our side than ever before. However, the war with the Burning Legion still rages, and for now we must turn our gaze to the Broken Isles. When we have dealt sufficiently with the immediate threats of the war, we will turn our attention to uniting the Firelands to our cause.
