Probably a bug, but right now alliance players can get reputation for this questchain with 7-th legion and it is kinda handy
Nice that you had the option to dig up the fossil the old fashioned way. Blizzy even gave the quest turn in specific dialogue depending on what you chose. It isn't much but it's definitely appreciated to have options in quests like this.

Description
Far to the south you will find the bones of an ancient creature. This is Xibala, the progenitor, first of the devilsaurs. She was mother to Rezan, mother to all that came after. The Zandalari do not live there, as it belongs to beasts now. I have heard rumors of some of your Horde arriving in search of something among her bones. This is ill advised. Look into it, won't you?
