Quest seems a bit buggy. I looted every single pile I could find (7), but did not get the quest item. Ended up having to drop the quest and pick it back up again. First pile I looted gave me the quest item after doing this.

Two of the hornswog treasure piles are OUTSIDE the cave. It took me an embarrassingly long time to find that.
This worked for me as well. Got mine from 2nd pile after dropping quest and repicking it back up. NPC: Zenata /way 77.15, 38.39

Description
Catching him at the very moment he's alone? They must've been watching somewhere nearby but just out of sight. Can you check that cave across the water? Those hornswogs are known hoarders. If those drakonid left something behind, it may still be there.
