This quest chain unlocks a very nice dagger for higher level instances if you are a caster DPS and you are trying to replace your old weapon and haven't had the chance yet.

To unlock this quest chain you will need to first take the seed quest from Phaoris in the main building then complete a cluster of any of the prophet quest chains such as this one : The Prophet Hadassi after which you can go back to Phaoris and then speak with the guy outside [npc=47959]. Once you accept his quest The High Commander's Vote, you can then speak with the high commander Kamses and get this quest line.
You are the weakest link. Goodbye.

Description
They say a chain is only as strong as its weakest link. I subscribe to that theory and expand upon it. Rather than removing that weak link, one must... strengthen it. The other links will step up their performance out of fear of they themselves becoming the weakest link. In my army's case, our weak link has a name. Salhet. You'll find him training near the bottom of those stairs. Start him off with something easy. The hyenas on the hills to the west, perhaps.
