If you're working on this quest on an alt that didn't complete Dragonflight, you'll need to do the quests in Maruukai to kill the Nokhud betrayers and their captain. I don't remember the names of the quests but they should be available in Maruukai even if you've done nothing else in Dragonflight. Once you do those quests the phase of Maruukai you're in will change and the dirt that has Yanu's Ball will finally spawn.
is it possible to still complete this?

Look, I'm the real detective. You believe me, right? I know--ask me anything. The good people here will be able to corroborate my story and we'll prove that I'm me.
This one: Alliance only · Level 10-90.
Steps, storylines and map placement from the client’s QuestLine, prerequisite and QuestPOI data; neighbouring quest text is Blizzard’s own (quest API), shortened to its opening sentences.
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

/way #71 63.0 50.2Map coordinates of the pins above. An area the client draws as a shape is given by the centre of its points.
Quests whose map markers the client places closest to this one on Tanaris, nearest first. Distances are straight lines between the markers.
Alliance flight points closest to the quest’s first objective area marker on Tanaris:
Straight-line distances in yards between the quest’s own map markers (QuestPOI) and the client’s flight-point positions (TaxiNodes); flight paths and terrain are not modelled.
First seen in build 12.0.7.68887 (Midnight patch 12.0.7, the oldest build in our datamine).
