TheWoWDBSeems like I've hit a bug since the Legion pre-patch, on at least my boosted character. I'm able to rouse the trader, which unlocks his trades, but unable to actually turn this quest in to Fayla.
Abandoning the quest to reattempt makes the trader despawn, so for now, I have a wasted completed quest entry in my log, that I can't turn in. :)
Mildly annoying, but not the end of the world. Hope this helps others who might hit the same thing, or we can maybe track when it gets fixed.

For me as Horde, the "?" on the map for turn-in was misplaced. It directed me to a bonfire but the actual turn-in was to the south at Fayla Fairfeather (51.5, 59.0).

Description
To pass the time, traders have been known to consume beverages of an inspired nature, if you know what I mean. Sometimes, they drink a bit too much. Your trader might have stumbled beyond the gates and passed out under a tree. It's been known to happen from time to time. Luckily, I have a brew that I use to rouse groggy traders. One splash and I find they're more willing to work.
