TheWoWDBThe spawn rate was horrible for me, but I was one of the only people doing the quest. The quest in and of itself is simple: Kill the hydras and collect their scales. Scales drop 2 at a time, but I did have three drop from one of the elite hydras.

Drop seems pretty consistent at ~3 scales per hydra, whether elite or not. So, time wise, killing the non-elite ones seems to make more sense.
The spawn rate is low, even with several people in the area, but, I've found a good spot where about 5 hydra rotate and spawn. By camping out at /way 29.8, 41.5 (sort of near the base of the small waterfall) I've been able to finish the quest fairly quickly without running/flying around back/forth. You only need about 7 hydra to finish the quest, so this spot has worked well for me.
2 spawn across from the camping spot (near /way 30.1, 39.7), and 2-3 spawn downriver (near /way 31, 42.5).

Description
I am in need of your help, {class}. I have been hunting the nearby hydras for their scales, but my weapon was broken in the melee. The scales of the hydra make durable and resilient armor for our warriors. Our clan requires the scales to craft and repair our armor. If we do not resupply soon, we will be ill-equipped in our fight against the naga.
