I was able to hand in this quest, to Blademaster Okani at Utama's Stand.

I agree with SoulMercs comment and that's the info I was looking for when I came here. But instead of going and handing in I finished the rest of my quests in the area and by the time I finished Shandris Feathermoon's quests in the area this quest hand in was back where the ? shows originally.
So if you can't be bothered to go back to Mexxamere, just finish the Shandris questline by doing the elemental cores and the Javelins quests and this hand in will be next to hers

Description
We Ankoan are a small tribe. There are not that many of us remaining. This place was once overrun with makrura, before Utama. They tried to hide here, from the naga, but found the makrura. They fell, in battle, to the Kil'karrok. If you wish to show your dedication to the Ankoan, become a force of vengeance in Utama's memory. Destroy the makrura.
