TheWoWDBAs of 11.0.2 this quest appears to be broken.
Using the spear will pull your towards the proto-dragon but now overshoots causing your character to potentially fall from a great height. I made several attempts but wasn't able to figure out out a way to complete the quest.

"You are facing the wrong way." error message over and over.
I was able to complete the quest... slowly and painfully with the 1 or 2 melee attacks that would actually land. It took forever though. Apparently there's supposed to be an action bar but it never appeared.
Add this quest to the large and ever-growing pile of bugged quests in Dragonflight.
For 10.1 Currently this quest is broken with no way to properly finish it.

Description
The great proto-dragons are some of the fiercest creatures to roam the Forbidden Reach. Taking them down isn't easy, but we have many weapons in our arsenal. Take this spear and harpoon. You'll need them. If you get caught in a proto-drake's maw, you'll need to fight tooth and claw with everything you've got to survive. It isn't easy, but I know you can do this.
