Usually the "investigate" quests simply require you to walk into an area to get the completion. I just kept walking around for a bit, then realized there was an NPC (43.51, 61.82) I needed to talk to. He's in chains, on the ground with a couple of mobs guarding him. When you release the chains, that completes the quest, some more mobs spawn, then you heal the dragons wounds. Easy peasy.
