The pattern for this cloth [item=100863] drops from kills anywhere in Pandaria it looks like. For example, my newly 600 tailor got the pattern drop within the first few kills of the Grookin in the Jade Forest at 54,81. This is the area of swarming Grookin for one of the early Jade Forest quests. If you didn't turn in quest completion, you still get 5 helper NPCs to help you farm swarms of Grookin for Windwool cloth.
I received at 54.5 69.4 after killing about 10 Broketooth Chargers
I noticed that this item as well as imperial silk do not seem to reset at the daily reset of 3am server. As I just logged in around 2:55am server and knocked out all my daily CD's, and when the chat notice <all dailies have been reset> happened, the CD was not cleared, and I could not make another.
Edit: They do reset apparently at 3am, but you need to re-log in order to get the CD to reset to make the one for the next day.
As of 11.0, there have been API changes to the original PickUpSpell() command, so that no longer works. Use /run C_Spell.PickupSpell() now instead.
