After reading up on Transmute: Living Steel here on WoWhead, reading through all of the comments, & checking my Alchemy Profession Tab, something seems a bit off.
Several of the posters mention using Alchemist's Rejuvenation Potion for obtaining T:LS, burning through a pile of Green Tea Leaves & not obtaining it until " 'X' level in Pandarian Alchemy" or "637 potions", etc.
Reading the description for Alchemist's Rejuvenation reveals the following: "When making this potion, you have a chance to learn other Pandaria alchemy recipes." Checking under the heading for Transmute: Living Steel in my Unlearned Recipes tab, it noted how to get it: "Profession: Pandaria Alchemy. Discovery: Other Pandaria Alchemy Recipes."
I think the wording under the Rejuvenation potion listing has given the False Impression that you have to use a recipe that says "other Pandaria alchemy recipes" to obtain Transmute: Living Steel & others like Riddle of Steel, which has the same "other Pandaria alchemy recipes" notation. I tried discovering Transmute: Living Steel by making a large amount of Alchemist's Rejuvenation Potions with no luck, although I discovered several other recipes, until the discoveries seemed to slow/stop when that recipe went Grey. I switched to making potions/flasks/etc that would provide a skill up until level 60, at which point I went back to making the Rejuvenation Potions, to test what other's had said about a "certain skill level" to -discover- T:LS. I did small batches with no luck, leveled 2 points more, tried again, same, 2 more, same, until level 66. Still no T:LS recipe.
I decided to level Alchemy to 70 before trying again with the Alchemist's Rejuvenation Potion. I mixed 2 Master Mana Potions which were still Orange, hit Alchemy Level 68, & Transmute: Living Steel popped! Success!
Note, however, the Master Mana Potion description does NOT say "other Pandaria alchemy recipes". It says instead, "you have a chance to learn additional recipes."
I checked my Unlearned Recipes tab again. I had 4 recipes left to learn, 3 of them stating "other Pandaria alchemy recipes" in their how-to-obtain description. I decided to test acquiring them with a recipe that would provide a skill-up & had a "you have a chance to learn additional recipes" note ONLY.
I mixed Master Mana potions, leveling from AlcLvl70 to 73, at which point Elixir of Peace popped. I gained two more recipes at 74 & 75 and was awarded Zen Master Alchemy. I made 5 more Mana mixes, totaling 10 mixes/20 potions, before the Final Recipe popped, which was Riddle of Steel. This tells me ANY recipe can pop "Transmute: Living Steel", or any other recipe.
The cheapest recipe for discovering more recipes is probably Alchemist's Rejuvenation, but I would recommend gathering what materials you need to Level Alchemy NORMALLY, and simply level up your Profession by making items with a Skill-up all the way to Level 75. If you still don't have whatever recipe you need/want, THEN make a pile of whatever. I leveled from Lvl 1 to 75, Discovered Every Recipe (but one), and only had to make a handful more potions over Lvl 75 to acquire that last Recipe.
TLDR; Level Pandarian Alchemy NORMALLY, gaining Skill points all the way to 75. You'll discover almost every single Recipe with no extra effort, including Transmute: Living Steel. If you are still missing ANY recipes when you hit Zen Master, keep making any flavor potion you want until you discover them.
Just for clarity since the information here is incorrect, this recipe can be discovered at 560. It is red and gives you +5 alchemy if used at 560. To discover it, craft any of the potions/flasks that give you a chance of discovering alchemy 'patterns'. If you are lucky enough, the transmute sells for bucket-loads at the moment (6.5k on Al'Akir atm)... so get selling!
Transmute Living Steel Shares a cooldown with transmute Pyrium , Transmute Living Elements, Transmute Water to Air and others that I have seen reported elsewhere.
In Cata, the Transmute Truegold similarly shared a cooldown with those others but Truegold no longer triggers that cooldown group.
I am guessing that each Alchemist has a daily "Have I done a transmute or not" Boolean variable and "major" transmutations trigger that "on/off" switch. It’s conceivable that there would be more than one variable for different classes of spells.
It easier for me to get my head around it (semi-RP) if I don't think of the spell itself having a trigger, but the alchemist only having so much arcane power to focus on a type of activity each day.
Got an x5 proc of this the other day... just about fell out of my chair. x2 proc is more common, but only about 1 out of 5 transmutes if you're lucky.
Unlike the rumors elsewhere, you neither need to be level 90, nor do you need to have 600 alchemy skill for your transmutation expertise to work on this.
My alchemist is a transmutation master and this transmutation proc'd a few days ago when he was level 86 and the alchemy skill was still at 592. I got two Living Steel out of one transmutation.
BTW: I learned this while making Desecrated Oil so don't carelessly vendor or throw away your Spinefish if you happen to have any.
Blizzard apparently changed this so you can now discover recipes other than the ones in MoP. I just discovered Transmute: Primal Water to Shadow through it.

Yes, you can. I've just discovered the recipe for Living Steel at 600 skill points, when Alchemist's Rejuvenation was already grey. Also, thank you Jordexciu for the advice!
I just learnt the transmute the riddle of steel which uses 3 Trillium bars and 3 spirit of harmony.
I didnt know about that recipe and it hasnt been mentioned here. It saves half your trillium ore.
It saves on Trillium, but costs Spirits of Harmony. It also bypasses the cooldown.

It's not a bug. 5 procs have existed throughout alchemy(I think?). Truegold has the same thing
Can anyone tell me how the transmute cool-down resets now since patch 5.1 ? It used to reset at 0000 server time but that seems to have changed since the patch. There is a blue post from Blizzard saying that the USA/Oceanic servers have had daily resets consolidated to 1 set time but there's no equivalent post for EU servers. If it makes any difference, I'm on Terenas EU so its based on Paris time for us. I could wait up till the middle of the night and keep checking but if anyone has the info already I'd really appreciate knowing. Thanks.
Something might be up with the BFA pre-patch or I'm extremely unlucky. I have made 300 rejuves, still no Transmute: Living Steel.
Can you learn new recipes from Alchemist's Rejuvenation when It's grey ??
I think you need at least 60 Pandaria Alchemy to be able to randomly learn this. The earliest skill level I got it at was 62.
I managed to learn it when hitting Pandaria Alchemy 60 making elixir of mirrors until green then master mana potions to 60-75.
Learned at 560.

Can you make more than one living steel at once? Lets say you have the mats for 10 living steel, could you make 10 living steel at once, or only one at a time?
Anyone know if this transmute can give you one of the BC transmute discoveries? It does share a cooldown with the all the other transmutes that do.

I made almost 300 potions after hitting 560 skill and nothing. I hope my luck isn't this bad once I get it.
Its random. No set Alchemy level. I got mine at 583
On EU servers the daily reset is now at 3am Paris time. However, if you do your transmute just before 3am it shows the cooldown resetting at midnight that day. This means that at the reset you cannot make your bar as it is on cooldown. Simply relog after the 3am reset and you'll be able to do your transmute.
How do i get transmute steel if I am already a transmute master before the patch?

You can advance to Zen Master at 85, so yes, that should be possible.
My alchemist hasn't left Orgrimmar since MoP was released, and can do this. So yes, you can learn this just fine at 85.
You do not need to be 560, it's random, just keep crafting those potions/flasks.

I learned it randomly on my two alchemists making other items. It was the last thing they got. You have to make something that isn't greyed out. The odds of it seem to be right about up there as procs when you transmute. Meaning it took what felt like all the herbs from Pandaria to finally get it. I might just have terrible luck.

The "Bonus" mats you get from the X-mute, are from the Transmutation Mastery specialization. While the specialization does not apply to any WOD crafted items (same being for any other profession specialization), it does still apply to pre-WOD crafting, including Living Steels. So, this effect works with all 3 of the alchemical specs, allowing you to proc extra pots, flasks/elixirs, and transmutes when you craft the respective items. Meaning, things like the Trillium Bar x-mute, are still able to proc extras when crafted.
Got this today on my lvl 80 alchemist at around 590-595 skill.
Tried it today and got it in about 60 rejuve attempts.
I believe you need the same level of alchemy the recipe requires to proc it, you can't just get it from level 1 pandaria alchemy. Level it up a bit more, mine procced at Pandaria Alchemy level 60.
As of today (8.2), I have just learnt Riddle of Steel recipe right after the first Alchemist's Rejuvenation potion crafting. Transmute: Living Steel recipe a few potions later. I didn't have any recipes in Pandaria alchemy and had 75 points in it (as I leveled it up in Draenor that didn't have crafting skills divided by expansions).
