if you are going to level your alchemy in a day then yes. first level and then make this for higher output, otherwise don't waste it's daily cooldown make everyday if you are slow leveller

basically they boosted the level up ability but didn't affect the max yield... that's nice....

Actually, just checked with Leatherworking and got 20 at 700 instead of 10. Now if they include Inscription it would be nice.
