Inexplicably requires three free inventory spaces to create.
Patch 8.0.1 (BFA pre-patch) I have tailoring completely maxed out (all expacs) and I learned draenor tailoring from the book but I do not have the recipe for this item. Both vendors that say you can buy this recipe, do not sell the recipe. I have found no way of obtaining it, It seems bugged :/

Petir Starocean [H] or Steven Cochrane [A] sell the patterns in Warspear/Stormshield respectively.
You can also purchase the patterns from your Garrison's Tailoring Emporium pattern vendor.
As of 11.0, there have been API changes to the original PickUpSpell() command, so that no longer works. Use /run C_Spell.PickupSpell() now instead.
It's because it might produce extra reagents.

Im having same issue, cant get Secret of Draenor Tailoring from StormShield, or any These are the recipes you automatically learn: Hexweave Cloth, Secrets of Draenor Tailoring, Sumptuous Cowl, Sumptuous Leggings, Sumptuous Robes. When you get it. I did upgrade my character to level 120 but I satrt tailoring after that. and my regular Tailoring skill is 300 now can go any further
