The telescope to complete the quest is on the Hanging Reef, above Newholme.
If you exit the hub to the left and keep going around you'll be able to get on top of the rocky platform above Newholme.

yeah it is above... on the "ground floor" the question mark doesn't have an arrow pointing up as they normally do so, you might not search there.

There is no better weapon in our fight than knowledge. Knowing you is proof of that! I found this thing, it lets me see better than my eyes could ever do before. With the water gone, I can see far, too! I have been using it sometimes to see what is happening in Nazjatar. Let me show you!
