This seems to be bugged if you obtain the rocket but do the World Quest on the ship first. I was unable to make any progress with killing the Shadoweye Scout's or collecting the Spy Gear.
Use the Grizzek Rocket Hop to get on top of the buildings. The spy gear and shadoweye scout are found on the walls and roofs.
