Went there today, the location on TomTom / Quest Helper is correct if you don't see him standing on the boat, he might be off doing something with another quest.

Description
Our objective in the Twilight Highlands is to storm the Bastion of Twilight, but the Alliance have decided to make war. So we will give them war! Slay their marines until the lesson is learned.
