TheWoWDBi don't know how useful this is, but a requirement for picking up this quest is to finish The Ogron Live? which is given to you by Rokhan in your garrison. i was gonna skip a lot of quests on my demon hunter, and while this isn't part of the quest chain, it is required to continue with the garrison.

The blueprints are located on the pavilion to the left of hut with Gazlowe in front of it. After "looting" them, click on the plans to "learn" the Barracks blueprint. THEN you can interact with the Architect's Table. The Barracks is built where you found the plans.
I got completely stuck on this, the barracks were built but Gazlowe just stood at his table looking dumb, I slapped him, poked him, logged in and out several times ... nothing.
In the end I abandoned the quest and when I picked it up again it instantly completed and off Gazlowe scooted, problem solved!

Description
You are going to want to build your barracks, which you're gonna need to properly bash faces. The first step is to go find the blueprints and learn 'em. I think I left some blueprints lying around here somewhere. Next ya gotta pick which plot you want us to build it on. Just point it out on my architect table and we'll get started constructing that thing right away.
