TheWoWDBFirst click on the Architect Table.
There you will see your Garrison.
On the left you see a list of things you can build, now and in the future.
Click on the barracks and drag them to the circle in the middle/top of your map.
After that go to the center of the town you are in atm. There you will see a yellow beam with a contract floating in it. Click on the contract to finalize the barracks

the plans you need are laying on the constructed floor which will become your barracks. It's the foundation east of you just behind the Hero's Board. Click the objective icon to learn them. Go to the architect's table, click it, drag the building in the list on the left to the highlighted plot.

I must say, commander, this garrison has really come along. We have enough materials, all we need now are the blueprints I drafted up and I can begin construction on your barracks. Hmm... now where did I put those blueprints?
