Kindle Candlecrafter is found down in the cave seen from the quest giving chair. Go to /way 54.51 42.39 across the little water (pick up the little treasure chest to your left), go right up on the small ramp.
The next task, the candle, is right next to him.
After this go back to the gatekeeper behind the fence.
