There's a known bug concerning one of the worms not spawning. You can work around it by standing on top of the worm's spawn site and waiting for it to appear.

In what way are we in command of the forces? I didn't know until I watched a video that showed a special action button that did not appear when I stayed far back, like a good caster should. You need to get close enough for the Summon button to show.
Several years later and the Naxa bug is still present.
Standing on spawn point thankfully works.

What to do
Description
Snowmane Village behind us was caught completely off guard by the scale of this attack. I will hold the drogbar line here so the civilians have time to prepare their evacuation. The drogbar are using worms to burrow their way to the surface and deploy their troops. I am giving you command of our forces. Use them to slay these worms and cut off enemy reinforcements.
