I had this same issue. I had the scroll to port me to Silithus (begins the war within campaign) in my bag...For the hell of it i clicked it, ported, turned in the first quest...accepted the second quest...selected the option to skip everything..ported back to Dalaran and he popped up at my side.
If you have trouble accepting this quest in Legion Remix, talk with Moratari on Krasus' Landing, Dalaran and choose a follower.
