You get this random drop quest after either looting or skinning it from an eligible mob in Highmountain. I was skinning lvl 635 when I got it. Turn it in to Hemet Nesingwary and he gives you The Freedom to Roam and http://www.wowhead.com/quest=40134.
I found the lion seal hide closest to a flight master from Dalaran at Illidari Stand. Azsuna Lion Seal are just west of the starting quest zone. You can easily aggro (5) in one pull as they are bunched together; be careful you don't include the rare Ravyn-Drath as well.

Description
I remember bein' young, {name}. D'ye remember it? So much less responsibility... I could just run around as I pleased. Now, I'm pretty much stuck with my hunting crew, here in Highmountain. There're so many interestin' creatures in the other regions o'the Broken Isles, though. I'll mark yer map, you get out there and do some skinnin'!
