TheWoWDBI'm going to post this here, in case anyone else runs into the same problem. I was unable to figure out why I couldn't recruit her even though I had A New Beginning complete and Hamuul Runetotem was recruitable. Just as a note: Hamuul had no quest marker over his head or on the map to indicate I could recruit him, although I don't know if that was because I was over-leveled for the quest, or because of an add-on.
There are TWO versions of Mylune in the Dreamgrove! The one that stands by the scouting map (not recruitable) and another that walks around, in between the map and the flight point. The one walking around is the one you have to recruit! Hovering your mouse over her will show a quest icon.

She, and Hamuul Runetotem became available after completing A New Beginning. This should be added as a requirement.
Remember, it's important for the class order hall campaign to complete this quest and to get this follower!
If you did like me, skipping this quest (and also the one for Champion: Brightwing) to get your other followers leveled & geared up first, you will NOT get the next quests given by [npc=103832]! The orange exclamation mark indicates it's for the class order campaign. There's no progress if you skip them...
It's better to get them & deactivate them if you want to hold on your current followers for the time being. 250 gold to reactivate them is with the current gold incomes not a big issue anymore, anyway.
