On mountain, in open; rough coordinates 49,77 (NOT in any cave!).
It appears as though this quest cannot be completed once you've done the BFA legendary cloak questline. I could complete this quest on my hunter, who has not obtained her cloak, and could not complete it on my druid, who does have the cloak. The quest will pop up once you enter the area, and the outcropping will phase out before you can mine it.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

/way #650 49.4 76.8Map coordinates of the pins above. An area the client draws as a shape is given by the centre of its points.
Quests whose map markers the client places closest to this one on Highmountain, nearest first. Distances are straight lines between the markers.
Flight points closest to the quest’s first objective area marker on Highmountain:
Straight-line distances in yards between the quest’s own map markers (QuestPOI) and the client’s flight-point positions (TaxiNodes); flight paths and terrain are not modelled.
First seen in build 12.0.7.68887 (Midnight patch 12.0.7, the oldest build in our datamine).
Steps, storylines and map placement from the client’s QuestLine, prerequisite and QuestPOI data; neighbouring quest text is Blizzard’s own (quest API), shortened to its opening sentences.
Completing this quest counts toward this achievement.

If that was the case then it has been fixed.
