Just ran this, I only saw the gems drop from Felborne Abjurers, not any of the other mobs.

The Weeping Terrace can be accessed by heading north of the Vengeance Point flight path by heading up the steps, then following the steps that lead west (left, in this case).
I do not like this one. I have already killed my 5 Punishers, along with more than that of a different name, and have received ONLY 1 gem.
I hate quests like this.
