Fernus isn't located down near the summoning circles from the previous quest. (That's where I wasted about fifteen minutes.) The map was a little deceiving because of the mountains. If you've entered a cave that says "Ruins of Ata'gar", that's wrong. I did find a little cache with gold in it, buried in a snow pile, so it wasn't a complete waste of time. :)
You need to be up on top of the cliffs. Leave Throm'var from the east exit and then head southwest. You'll pass the tunnel where you killed the giant worm and then run through Lashwind Cleft. If you see a bunch of gronns, you're on the right path. Run through the gronns (or kill them), and then you'll see the ruins below you.
The entrance/path to the ruins is at 22.72, 19.63.

The hardest part was that I was returning to do this quest when I was farther south and had trouble finding a way in from beyond the mountains that surround this area. Go to Throm'var first. From the quest giver on the above map (31.6,11.8), travel through Throm'var going south/west. Stay on the path in the snow that has torches along it, 2 torches at the edge of town and 4 large rocks with holes in them. Then just continue to follow the path that is marked with torches headed west by south/west. (thats almost west but a little south). It is a darker path in the snow and curves to the right as you near the end. Big stone guy is Furnas. Take out the bad guys around him first.
Find Fernus at 22.3 11.9

What to do
Description
Did you notice the magical barrier protecting the cave's entrance? It's being powered by demon crystals. The Burning Legion has a habit of making demon parts serve as the keys to such devices. Travel west to the Ruins of Ata'gar. Look for a powerful demon therein and bring me its heart. I'll project an image of myself into the ruins. You won't have to come back here until we're done.
