Command center was active but it was Worthy Champions buff, so it may be just from the Command Center being active.
Illidan Stormrage says:
Shadowblade, the demons are bringing in more hapless refugees from Suramar. You and your gallery of rogues must liberate them before they become fuel for the fel.
There are a small number of cages in the quest area. Prisoners respawn quickly. Pick locks to free withered [npc=104694]s. Disappointed that some cages could be opened by clicking on a gold cogwheel.[item=147473] is just artifact power.
