TheWoWDBBugged out for me and wouldn't give me credit. Abandoned the quest and picked it back up. That seemed to fix the bug.

Just stand there and when the black dragon underneath the red magic shield appears behind you, turn in the quest.
It really is that easy.
You can turn in the quest without turning around, but the easiness of that is confusing, so do make sure that you are facing Rhea so as to see the dragon, Nyxondra, behind her. Besides you have to kill her next anyway to steal her eggs. And in case you don't look at the next quest, she doesn't die, she gets exhausted, steal an egg, and she fights again and gets exhausted, steal an egg... until you have three.

Description
The black dragonflight was once noble. They were the earth warders, protecting the very land itself. How ironic that they would become the worst menace the land has known. I believe that there remains a sliver of hope, however, and so does my mistress. The black dragonflight will live beyond Deathwing's treachery, and will soar as the noble earth warders once again. I wish to show you something. Close your eyes, and I will reveal to you the final part of my studies.
