I have tried this several times as of 8.1. Th scroll will not become active, even after dropping the quest and restarting it.

If the spell "Scripture of Elune" is uncastable at the moment you are asked to cast it, simply use the Vial of Moon Water again until the scripture becomes usable. Do this a few times and the quest completes!
So spam vial and cast scripture whenever available. I hope this helps someone! :)

Description
Now that Priestess Moonfang has created the blessed water, it is time to deal with the demon. Take the water and the scripture of Elune. Through the power of each, you will compel the demon to show us what the orcs are up to at Gul'var.
