You have to hit him with magic. You can't melee him because he stays up too high to hit. I did manage to kill him with my paladin, but it would be hard for a rogue or a warrior to kill.
It doesn't work to set the bait, then fly up to the nearby ledge. The wasp remains out of reach.
I'm getting the impression this is not a quest for a melee toon.

Description
The Arboretum is our home, a safe haven where we raise young hatchlings and train our students. Unfortunately, there are other, more dangerous creatures who wish to make this their home as well. To the north, beyond the river, we have seen a great wasp feeding on the nectar blossoms. This creature has already stung several of our students. Use this honey to lure the wasp out of hiding. Then, destroy it before it harms anyone else.
