I haven't done any Undermine content, but headed there hoping to get the home decor pieces "'Elegant' Lawn Flamingo" and "Gob-chanical Trash Heap." Arriving to the zone on a fresh character, it appears this quest ("Or Else") is NOT available until some combination of prerequisites have been completed. Not sure what those prerequisites are. Same is true of Old Man Lowe's quest "The G.O.L.E.M. of Progress" which in theory should lead to "Showdown in the Attic."

Description

I thought I was gonna have to cash out and move futher underground, but here you are! Anyway, the boss's little girl is getting married, and he told me he wanted you, specifically, to help him "finalize" some "details," with her intended and who's attendin'--if you get my meanin'.
